The figures display the 2012, 2014, and 2016 representation data by state, as reported by the Office of Civil Rights (OCR). The data have been converted to a representation index, where a value of one indicates proportional representation in gifted programs, less than one implies underrepresentation, and greater than one overrepresentation. The shading of each point represents the year, with 2012 lightly shaded, 2014 moderately shaded, and 2016 deeply shaded. Therefore, the progression of time is from light to dark shading, illustrating each state's trend in gifted identification.
