Description: The Greater Harlem Coalition is a grassroots, activist organization that brings together over 90 block associations, tenant associations, faith-based organizations, small businesses, and other community groups in Harlem and East Harlem to fight for the fair share distribution of chemical dependency programs. Our community has suffered from the impact of decades of conscious and unconscious systemic racism. This phenomena has repeatedly led to city, state, and private entities locating addiction programs in Harlem and East Harlem that wealthier and often whiter communities have rejected. The decades-long result is that our community is profoundly oversaturated with substance use programs that have no evidence-based relationship to Harlem’s population, addiction rates, or even drug-related death rates. This presentation will reveal the data obtained from New York State’s Office of Addiction Substance Abuse Services in a series of FOIL requests, in a series of graphs and maps. These crucial visualizations have helped our community and community leaders understand that our anecdotal experience of the overabundance of illegal drug dealers and users on our streets (attracted to the density of programs and more specifically, their clients) is not an organic, or inevitable outcome of living in a low-income community of color. Rather, the flourishing Harlem illegal drug trade is at least partly linked to systemic racism that has (consciously and unconsciously) shaped siting decisions made by government officials, politicians, and the programs themselves.
