- Cohort 1 (Youth Development leaders, supervisors and administrators participating in a large RCT) n = 140
- Cohort 2 (Leaders of child welfare, juvenile justice or mental health systems not participating in the RCT) n = 26
- Cohort 3 (state overseers of child mental health care) n = 36
