All people have access to online tools and services in the fields of prevention, harm reduction, treatment and recovery. Innovative digital interventions are continuously piloted and validated, according to vigorous scientific standards, adding to an evolving evidence base and emerging best practices with minimal harm to end users. Data privacy is protected whilst data sharing is mainstreamed and contributes to the planning, execution and monitoring of evidence-based policies that address both public health and community safety. Hidden online populations are reached and offered services on an informed consent basis.”
