“ Online advertising and marketing of substances, legally and illegally, is commonplace online (for example, the advertising of alcohol-related products and the illegal sale of controlled substances on social media and online drug marketplaces). Digital substance use service providers are frequently impeded in their work due to content restriction by social media providers and/or governmental authorities. Most digital substance use services and tools are not sustainably funded. There is a ‘digital divide’ where many people do not have access to online tools and services in the fields of prevention, harm reduction, treatment and recovery due to poor internet access, lack of availability of the necessary equipment (for example, virtual reality equipment) and the prohibitive cost of some digital services. As an emerging field, there is a lack in the evidence-base and best practice in the field. Data sharing amongst key stakeholders (for example, people who use drugs, service providers, policymakers) and sectors (for example, between health, social services, housing services and law enforcement) is infrequent and insufficient for effective responses to new drug trends, healthcare delivery, research and policy modelling and planning due to infrastructure (for example, a lack of suitable software and hardware), capacity and motivation issues (for example, a lack of incentivisation).
