Description: This protocol describes an approach to studying URE in the policy-making process using a document analysis method grounded in argumentation and persuasion theory. Drawing on established theories and research tools from the field of persuasive communication, the protocol describes a content analysis instrument for tracking and analyzing policymakers’ use of evidence based on the information contained in policy documents.
