Methodology
The CASES template was co-developed through an iterative process led by ER and NGM, starting in March 2023.
Initially, the areas of interest to be included in the template were discussed in brainstorming sessions among team members held as part of activities organized by the EARLI SIG15. The areas of interest were defined based on gaps identified in the information reported by the European Agency for Special Needs and Inclusive Education (EASIE), Eurydice, and the Organisation for Economic Co-operation and Development (OECD), as well as the need to present the information in a simple and straightforward manner.
Once completed, the template was shared with collaborators and piloted by three teams, each using it for a different country (i.e., Chile, Greece, and Spain). Based on their feedback, the following amendments were made:
* Revision of table headings and clarification of instructions for completing the template.
* Addition of a new section “Glossary” to explain country-specific terms.
* Addition of a new section “New policies” to address and include new and upcoming policies.
Data collection has begun in April 2024 and it follows this process:
1. Data is collected by a team. To ensure consistency, a video with instructions on how to complete the template has been created and circulated, along with written instructions.
2. The completed template is reviewed by an independent reviewer with relevant expertise in the field of SEND and education. The reviewer is instructed to check for missing information, consistency in language, clarity, and to proofread for typos and errors.
3. If any misalignments are found, a consensus meeting is held to resolve discrepancies.
