Description: Child Trends and its partners at the University of Massachusetts Boston, JRA Consulting Ltd., and the Center for the Study of Social Policy were awarded a contract in September 2016 to conduct a study about quality improvement efforts in child care and Head Start settings. The project is funded by the Office of Planning, Research and Evaluation in the Administration for Children and Families in the U.S. Department of Health and Human Services. The goal of the Culture of Continuous Learning Project (CCL) is to assess the feasibility of implementing continuous quality improvement methods in early care and education programs to support the use and sustainability of evidence-based practices. Early care and education program participants in the feasibility study will participate in a Breakthrough Series Collaborative (BSC), a specific model designed to support learning and improvement among practitioners at all levels of an organization. The BSC methodology has not been tested rigorously in early care and education programs but has been studied in health care and other fields.
