The District does not provide Department of Motor Vehicle (DMV) related services, such as driver’s licenses and vehicle registration, to individuals who owe traffic tickets or other DMV-related fines in excess of $100. Stripped of a license, Washingtonians risk job loss and—especially for those who continue driving—even incarceration. The District will implement a pilot program (the “Pathways Initiative”) aimed at helping residents returning from jail or prison obtain driver’s licenses, even when they have outstanding DC ticket or insurance debt. The goal is to ensure that not having a license does not create a barrier to employment and potentially a short road to re-incarceration. Residents recently released from jail or prison will be randomly assigned to either receive extensive outreach about the pilot (encouraging them to apply) or not to receive such outreach. We will then compare outcomes for the two groups, to quantify the causal impact of the Pathways Initiative on recidivism, employment, and debt repayment.
