[Abt Associates][1] is conducting an implementation and impact study of charter schools in New Mexico, focusing on dual language immersion (DLI) charters. It also will investigate the effectiveness of the state’s elementary and secondary school charters more broadly. See the [Pre-Analysis Plan][2] for full study detail. The study’s primary research questions address the effect of New Mexico’s charter schools on their elementary students’ English Language Arts and mathematics achievement, secondary students’ college enrollment, and DLI students’ English Language Arts achievement. The study will examine the historical effectiveness of New Mexico’s oversubscribed charter schools using a retrospective student-level randomized controlled trial. The implementation study will include site visits to four DLI schools and four comparison schools (interviews and classroom observations) and principal surveys of 50 charter schools and 50 comparison schools. The impact study will involve collecting schools’ historical admission lotteries and then combining these lotteries with New Mexico Public Education Department (NMPED) longitudinal administrative data and with National Student Clearinghouse data on students’ college enrollment and attainment.
