**Background**: Berlin is considered the first federal state in Germany to have introduced individual contracts with universities for performance-based funding (Leistungs-orientierte Mittelvergabe, LoM). The LoM was implemented as a competitive incentive at the state and university level. It is supposed to be a key steering element of institutions to efficiently promote high-performance areas in research in view of limited resources. From the perspective of institutions and the state, the mapping of LoM is an essential component in fulfilling their role regarding the responsibility for enhancing quality in research in Higher Education Institutions.
**Aim**: RespInd investigates the status quo of the LoM in research within the BUA and its institutions. The aim is to describe the existing models for each institution and how they may differ from the state LoM model, from one institution to another, as well as to present them in a discipline-specific, cross-institutional way. The characterization of the status quo will provide the basis for a critical examination of steering achievements and possible secondary effects.
**Approach**: Mixed-methods with 3 components: 1) document analyses and review of the literature, 2) description of trends of performance indicators as well as structural characteristics over time based on publicly available data of the Hochschulfinanz- und Personalstatistik as well as institutional publication records, 3) expert opinions from interviews and written surveys with relevant actors.
