ABSTRACT
Background. Health system efficiencies and effective prioritization is key to attaining improved health outcomes for the Zambian population. Health Benefits Packages (HBPs) are an increasingly common way of explicitly defining which health services are provided through public expenditure as progress is made towards Universal Health Coverage. Objective. This study will undertake a scoping review of National Health Care Package on the design and costing of existing benefits packages as well as existing priority setting processes to inform subsequent optimization of a single national health benefit package. Design. The scoping review will include primary sourced government policy documents and secondary sourced peer-reviewed articles and grey literature. The search strategy for the secondary sourced documents will include electronic databases and reference lists. The study will report items following the Preferred Reporting Items for Systematic Reviews and Meta-Analysis for Scoping Reviews (PRISMA-ScR). Conclusions. In this fiscally constrained context, analyzing the allocative efficiency of the health sector, diagnosing the political landscape, identifying high impact interventions, setting up prioritization processes and strengthening institutional capacity are all essential in improving health outcomes. This study will establish recommendation that will be used for subsequent prioritization, costing and implementation of an Essential Packages of Health Services (EPHS) for Zambia.
