Description: Collective experience across the globe shows that the open use and sharing of scientific and technical data accelerate scientific discoveries and stimulate economic growth. The overall goal of this article is to review and assess legal mechanisms to facilitate the open sharing and use of data in support of achieving public-interest societal objectives. The article concludes with a set of action recommendations for policy makers, publishers, librarians, data center managers, university administrators, public interest organizations, and individual researchers, as well as their legal counsel.
