Description: Economic Mobility Corporation (Mobility) is conducting a randomized controlled trial evaluation of the Per Scholas Network Support training program in two expansion sites in Columbus, OH and the Washington, DC area. The program provides 15 weeks of occupational skills training in preparation for passing the CompTIA A+ and Network+ certification exams as well as professional development training, job placement assistance, and two years of job retention and advancement support. Two prior rigorous studies of Per Scholas’ program in the South Bronx demonstrated that it had large, statistically significant impacts on participants’ earnings two to three years after enrollment. The current study will assess whether the earnings impacts found in earlier studies can be reproduced in labor markets outside of New York City. The study’s primary outcome is earnings in the third year after random assignment, measured with state unemployment insurance records. The study will also assess program impacts on secondary outcomes regarding employment, postsecondary education, and other indicators of financial well-being.
