Story so far:
OBF creating bioinformatics-formats@lists.open-bio.org as an alias.
Started to fill out registration form for FASTA
Need independent source for FASTA format for registration.
FASTA encoding characterizations: binary due to the use of UTF-8 (not 8-bit text as that implies one octect for one character which is not always true for UTF-8)
Decisions: open group maintenence; submit as standards tree type; work with IANA/IESG to meet their criteria
