Al Wootten (NRAO) Topic: Summary of the ALMA2030 Vision and technical progress so far ALMA Development Framework Each ALMA partner administers regional contributions to the ALMA Development Program. These contributions include holding development workshops to gather input from the community on future developments, releasing calls for development proposals,  orchestrating the selection of proposals, and managing selected programs. ALMA has two categories of development programs: studies and projects. Studies are funded by and managed at the discretion of regional executives; NSF for the North American Operations Partnership through NRAO.  Studies are expected to allow an exploration of concepts that will fulfill ALMA development goals in the near- or long-term. Projects are larger-scale programs that provide specific deliverables  such as hardware, software or techniques, to ALMA. The NA development program is open to the NA ALMA Operations Partnership, which is defined as the community of astronomers and scientists in related fields from North American ALMA partner countries. Since 2011, thirty-nine study proposals and eleven project proposals from the NA community have been funded. Reports from these studies are available at the NRAO website . A Call for Study proposals in NA is issued on a yearly basis, with the most recent call issued in December 2019  for FY2021. Studies are generally funded for one year up to $250,000 USD per individual award for FY2021. Priority is currently given to those studies that align with the ALMA 2030 Roadmap (ALMA Memo No. 612) . Study topics of particular interest to the NA ALMA Partnership include improved receiver sensitivity and larger bandwidths, longer baselines, increasing wide field mapping speed, phased array feeds, and improvements to the Archive. An independent review panel is established, with consent of the National Science Foundation (NSF), to evaluate and rank the proposals.  The ranked list subsequently receives consent from NRAO and NSF and is incorporated into a recommendation to the NA ALMA Executive. The NA ALMA Executive has funding authority, and responsibility, for executing the NA ALMA Development Studies plan. As an example, Cycle 3 and Cycle 4 Studies on the ALMA Phasing System led to the implementation of Phased ALMA as an element in the Event Horizon Telescope, resulting in the first direct visual evidence of a supermassive black hole, imaging the shadow of the black hole at the center of M87.  These studies were forerunners of a current ALMA Development project, led by MIT Haystack, which will further improve VLBI capabilities and performance for phased ALMA. 1 https://science.nrao.edu/facilities/alma/alma-develop-old-022217/alma-develop-history 2 https://science.nrao.edu/facilities/alma/science_sustainability/cycle8-cfs 3  https://library.nrao.edu/public/memos/alma/main/memo612.pdf
