Description: CPL will assess overall validity of the PSA in San Francisco. To be considered “valid”, the PSA must predict the likelihood of failure to appear or new (violent) criminal activity in San Francisco at statistically significant rates and rates acceptable to the PSA Workgroup. We will also measure any disparate effect and differential predictivity of the risk assessment tool based on sex, race, or ethnicity. A validated tool, however, may not yield accurate and equitable outcomes in practice if the tool’s recommendations are altered by local policy or not adhered to by decisionmakers. To understand the implementation of the PSA, CPL will conduct a secondary analysis of the local policy framework, called the decision-making framework (DMF), that is overlaid on the PSA to govern release recommendations.
