Description: ***PLEASE NOTE THIS PAGE IS UNDER DEVELOPMENT*** The Prospering from the Energy Revolution Programme has the ambition to drive the development of investable, consumer-centric local energy initiatives from the early 2020s. At the moment there is no integrated evidence base by which to judge what approaches will be most effective in achieving this. Basing decisions on non-joined-up strands of evidence risks unintended consequences, such as solutions which support system operation but lead to inequitable social outcomes, or which engage consumers without returning sufficient value to firms. The overall aim of WP 5.1 is to synthesise evidence emerging from the other work packages with evidence from other sources, to provide insight for policy and industry on what works, for whom, to deliver positive outcomes with regard to consumer-centric LES. The key research idea is to develop a theory of change model of the ways in which consumer value is unlocked through a transition to LES, and how this transition can come about in a way that maximizes value to the UK. This work will be the first attempt to address the challenge of synthesising the highly heterogeneous evidence available in this area, and timely because it will be able to produce results in time to meet PFER’s timeline.
