Description: Mathematica will conduct a replication study of Teen Options to Prevent Pregnancy (T.O.P.P.), a multicomponent intervention to delay repeat pregnancy among adolescent mothers. Mathematica conducted an earlier evaluation of T.O.P.P. with a sample of 598 adolescent mothers in Columbus, Ohio, as part of a larger federal study. To test the potential for T.O.P.P. to have similar benefits when implemented on a larger scale and in a different context, we will conduct a replication study with a sample of about 1,000 adolescents recruited from up to 11 hospitals in New York City. The study will be a randomized control trial, with mothers in the treatment group being offered the T.O.P.P. intervention for 18 months, and mothers in the control group accessing the existing standard-of-care reproductive health services. About 18 months after enrollment, we will conduct a follow-up survey to examine whether T.O.P.P. has reduced repeat pregnancies. We also plan to access administrative data to determine whether T.O.P.P. has reduced repeat births. Exploratory analyses will explore program implementation and fidelity, the resources required to implement the program, and the impacts of T.O.P.P. on additional mediating and downstream outcomes as well as potential adverse outcomes
